The Department of Basic Education (2017) indicates that there are 464 special schools and 715 full service schools in the country, but this is simply not enough to cater for the amount of learners in need of a quality education. Progress has been made with the release of the Draft Guidelines for Resourcing an Inclusive Education System (Guidelines). The Guidelines are comprehensive and serve to make provision for education for children with disabilities more tailored to the needs of the specific child. There are approximately 300 000 learners not in school in the Eastern Cape because of disability. Waiting lists for special schools increase every year, and those still waiting are getting too old to attend school, as there are age limits for admission to schools. The waiting list in the Eastern Cape is approximately 2 160 learners. Elsen Academy has place for some of these pupils, however, we cannot afford to offer “free” education. Our school has a role to play in providing a safe space for vulnerable and marginalized children. Education, including specialized education, should not only be a privilege for some. It needs to be a right for all. The beneficiaries are children with special educational needs and neurodiversity in the Port Elizabeth/Nelson Mandela Bay area.
